Naruki City

Ten days they said, it is what they agreed to and now here they are finally meeting face to face. Prior to this, the last ten days were quite the rollercoaster ride. After their initial encounter with the Quincy, Jushiro felt a sense of worry and excitement. His worries were compounded by the fact that the Quincy was indeed a new ingredient into the mix. His excitement on the other hand being one of the first to have encountered Quincy. Izanagi relished the idea of debriefing the Commander regarding his escapades in Naruki City. However, that was cut short, a rather anticlimactic sequence of dissatisfaction. The nut that was never realized, there was no ecstasy, no clarity to be gained after the fact. Jushiro’s return to the Seireitei was marred by even more infighting. A situation which spiralled out of control and in the end it was as he predicted. Death. A fellow Captain met his otherwise untimely end and what followed thereafter was a clusterfuck of fuckery.

The Soul Society was once again on the brink, the Gotei forces grew weaker. The recent appointment of the new fourth division Captain was a smart move. However, Izanagi found himself once again with the cowards of Central 46 at the helm. The absence or lack of a Captain Commander is an embarrassment. Izanagi could only hope that the meeting would happen without incident. Despite his angst the masked Captain remained his usual self. He welcomed the meeting between themselves and the Quincy emperor, his only wish was that the circumstances were different. In the immediate aftermath of the battle between Captains. Izanagi gave his report in the chambers of Central 46. The act itself rubbed him the wrong way but it couldn’t be helped. He made sure to report on everything and gave recommendations. Whether or not they follow his advice remains to be seen. The last time they brushed it off and the Seireitei were left in disarray.

Here he was now looking as relaxed as ever, vigilant and curious to both see and hear more about the emperor. Izanagi’s long silver hair also danced to a slow beat as the wind gently passed them by. A tap on the shoulder, a soft brush on the cheek even with his mask covering his face. Upon seeing the Emperor and his guards, the mask morphed itself in such a way as to mimic the shape and form of that of the sentinels. This wasn’t an intimidation tactic or one meant to provoke. Izanagi simply liked the aesthetic and felt it appropriate for this encounter. His golden eyes shifted from side to side behind the mask as they all sized up each other. The Captain smirked behind the mask but it wasn’t reflected on the surface. He could already sense that Seimei seemed far more relaxed on this occasion. The blond-haired man seemed to have left himself open to the possibilities presented by the unknown. The Captain was curious to see how the representative of Central forty-six would conduct themselves.

Time for business now. As the Emperor opened the proceedings, he was quick to point out a glaring issue within their ranks. The absence of their leader wasn’t to be taken lightly. At this meeting, Izanagi was curious about two things. The Emperor and how Central forty-six will navigate all of this. The objective was peace and should be the only play at this present moment in time. As the two body bags fell before them, Izanagi made a note of the black shadow substance and its use once more. This time it was used in a different manner. Was it the same technique?

The Emperor made a grand gesture by offering up the remains of a few defectors. Izanagi perceived this as power carefully wrapped in kindness. What about the culling of the Arrancar possessing Soul King pieces?

“They’ve been living in this realm for the past nineteen years but not before dealing with an issue of their own some twenty years ago. I’m curious about that part of their history. Even more so, how have they remained outside of our peripherals for this long? Hmm patience”.

Izanagi’s thoughts left him with nothing but more questions. The Captain nodded in the Emperor’s direction as a show of appreciation. Still remaining quiet and without interruption. And then came the revelation. It was ludicrous to even think it to be true. The sudden shift in Reiatsu and the Emperor’s eyes was a small tell-tale. Even as Seimei looked towards him, Izanagi appeared unmoved by it. He was far more curious about the Central forty-six’s representative’s reaction to this news. This time a smile appeared on the mask, but the mask itself hadn’t changed form.

“The Soul King had an offspring? If so, is he the only one?”. The Captain had many things floating about his mind at the moment. And the only way to quench his thirst for knowledge was to ask the questions. The representative will have to wait their turn.

“That was quite the revelation, I’m glad that you saw fit to share those details. It puts my mind at ease and even puts things into perspective. And thanks for ridding us both of a potential future problem. As you’ve noted, the three worlds are doing just fine which brings me to a couple of things. As the son of the Soul King, you already know why us Shinigami exist. The balance is to be maintained, so help me to understand what it is that Quincys do? As in just who and what you are? I’m genuinely curious to learn more about our neighbours. Secondly, what is this Lichtreich place like? You mentioned the three worlds but it seems your kingdom is not a part of it”.

Others may well have other pressing questions but these were some of the things left unanswered during their initial encounter. No doubt the representative will have questions of their own.

The Seireitei as a whole has gone through its fair share of ups and downs, from the ancient past to the modern day, these past ten days are one such low. The loss of multiple Captains, two being forced to step down and one being lost in more ways than one.

Yuichiro Shihōin, Captain Commander of the Gotei Thirteen until but a few days ago, demoted from such a prestigious position after a relatively short term in power. A lack of action and reaction was the downfall of the Shihōin Captain Commander. His cousin, Yugure Shihōin, Captain of Ninth Division also suffered the same fate, a demotion for much the same reason, negligence. The final Captain to be lost is Itaku Ohei, not out of negligence, but a much sadder fate. Having lost control to his inner Hollow, Captain Itaku became violent, lashing out and eventually succumbing to the efforts of Captain Taro of Eleventh. Now the task of leading the Gotei Thirteen falls upon the Central Forty-Six once more, in spite of what the Shinigami may prefer.

Atop the internal struggles of the Seireitei, another worrisome event is the topic of today. The reveal of a potential rival, perhaps a potential ally, the Quincy. Stood before the newly revealed Quincy Emperor, and between their own two guards stands an individual clad in black attire resembling a Shihakushou and a Haori resembling that of a Captains, but bearing none of the notable markings. Their head is mostly covered by two pieces of garment, a hood and an opaque white veil marked with a chrysanthemum. The symbol of the First Division of the Gotei Thirteen.

”A pleasure to finally meet with… What I can only assume is a representative of Shinigami leadership.”

The Quincy Emperor speaks first, with a correct assumption. A husky feminine voice slips past the veil covering her face, a cordial response.
“And it is a pleasure meeting you as well, Adonai, Quincy Emperor.”

Whilst pleasantries were not expected, the elderly soul is briefly disappointed as Adonai leaves no space for much beyond the business at hand.

”I won’t pry for details over that, it’s your business. As my Rangers said, ten days ago, we Quincy come in peace. We have lived in the human world for the last nineteen years and many of my people have carved out meaningful lives here and I wish for them to continue doing so without scrutiny. That aside, I come to you today to form a treaty of peace and non-aggression between our people. I would also like to deepen that by eventually being able to work side by side with Shinigami.”

Behind the veil, the representative is not shocked, but it is clear she is a bit puzzled. She had heard that the Quincy had been living in the human world, masquerading as regular citizens, not to hide, but just to live. How in the world did none of the Shinigami ever catch so much as a whiff of their existence? Why is it that their reveal only came from a show of power against Antonio, and this meeting? The latter mention of peace and non-aggression is comforting, but still unease hangs heavy in the air. That unease only intensifies as Adonai pulls on shadows and through shadows to reveal two body bags. Then Adonai continues, with an expression less inviting than previously.
”Ten years ago you were attacked by a group of Arrancar bearing parts of the Soul King. Upon their retreat we intercepted them in Hueco Mundo, in Las Noches specifically. I personally tended to the culling of their upper ranks, those who possessed the Blood, Heart and Eyes of the Soul King. My Quincy then decimated their strong hold along with any loyalist they may have had. Much to our surprise we ran into a couple of defectors, the body bags before you are their remains.”

Remains of fellow Souls? The representative is a veteran of politics, it has been their life for a long time, perhaps longer than the life of many of the individuals in this very room. Even still, she is shocked at such a display, for the Quincy to claim that they have dealt with defectors of the Seireitei, that is a bold move. It is her experience that keeps her from commenting until Adonai has finished speaking, perhaps there is more to this story. Afterall, the rest of his statements have proven true, it has been quite some time since any signs of the previous invaders of the Seiretei have been seen. Not to mention the disposal of Antonio which was witnessed by Shinigami.
”We interrogated them, wanting to know what they were after. Their goal was simple: take over the Soul Society. Their method of take over was anything but simple. Before you lay the Mother of Vizards, Kano and Sagishi Hashimoto, former Captain of Fifth Division. Apparently they used a civil war as cover to slip out of Soul Society? I do hope those tumultuous times are behind you. My people had to deal with something similar about twenty years ago now.”

It is fortunate that the traitors shared their names with the Quincy. The mention of Kano and Sagishi, that is what sets the representative at ease. Her tensed posture visually relaxes, shoulders slumping ever so slightly, an odd display for such a senior politician and judge. Thoughts roll through her head, some regarding a way of thanking the Quincy, others about how this could all be a ploy, uncertainty lingers in the mind of the politician, he seems truthful but one cannot be too certain. The doubtfulness of the C46 member keeps her from taking the moment of pause that Adonai provides in his hesitation. Then she is hit with the equivalent of a social bomb.
”These two wanted to take the Soul King’s power and rule with it and the Arrancar were to be tools to gather and hold his parts for them to take and assimilate for themselves later. Needless to say, that plan struck a chord with me because… The Soul King… Is… My father.”

A rollercoaster of emotions is not a suitable enough expression. She stares at the man who makes a display of his triplet of pupils in each eye. With Seimei seemingly convinced and Izanagi on the same ship, the representative is not at all on board. She sees the unique eyes of the Quincy Emperor, but does not recognise the resemblance to the Soul King’s own eyes. No one bar Adonai should be aware of this trait of his supposed father. If there was one thing that could have been said and entirely dismissed as a delusion or lie, that was it. The shift in Reiatsu did very little to sway her, afterall she is no Shinigami, nor is she familiar with the sensation of the Soul King’s reiatsu.
”I am not here to lie or jest, to deceive or scheme. I am here to be truthful and forthcoming with you about who and what we Quincy are. Above all else, I desire peace. Those who desecrated my father had to pay the price, surely you could understand this? As it stands one Arrancar still exists with the Spine, Emillia. Pink hair, sporting a half mask as a fragment, Hollow Hole in the middle of her chest. The parts I have already taken are being kept in our realm of Lichtreich, locked away. I will not allow further desecration of my father to persist. Seeing how the Three Worlds are doing just fine I am only to assume he is safe in your care and I thank you deeply for that. Now… Forgive me for talking one-sided in all this haha I’m sure you have a bunch of questions, ask away and I’ll answer anything you want.”

The seeming ramblings of a mad-man claiming to be the son of the progenitor of the three realms continue. Mentions of desecration fly over her head, but the mention of Emilia does not. One of the Arrancar who had shown up during the invasion, she is a familiar character. Then one of a fourth realm, Lichtreich. There is much to talk about, and much to think on, she brings a hand to her veil, clearing her throat with a slight cough. Then before she can even speak, she is interrupted by Izanagi.

Irritably, she allows the Captain to finish what he is saying, but she does not allow a response as she speaks straight after he is finished, a clear sense of annoyance coming from her initial few words.
“The Captain is right, quite the revelation indeed, and he poses a couple of good questions, but right now is not his time to speak, nor is it his place to speak.”

She pauses and turns her glance towards Izanagi before returning to looking towards Adonai. To argue with a mad-man is to be insane yourself, so she ‘accepts’ his claim of his heritage.
“So, son of the Soul King, Quincy Emperor Adonai. Let me start by saying that we appreciate this meeting, it is a comforting change of pace from the usual assault or counter-assaults we face. I am here as a representative as you surmised, and to negotiate for the very same things you desire, however there are things that come to mind that must be discussed. The most pressing matter is your methods of dispatching of Hollow and Arrancar alike. The Shinigami of the Soul Society work for one purpose, to maintain the balance of the three realms, that is their duty. As unfortunate as it is, the Hollow and Arrancar as part of that balance and it did not go beneath our notice that your methods work against our very efforts. I will not feign to have the knowledge of why or how, but when Antonio and his forces were erradicated by the Quincy, their souls did not return to the cycle. From my knowledge, they simply vanished. If there is to be a mutual understanding, an alliance and peace, then you and your people must abstain from killing any Hollow of any form. I understand if it happens on occasion for self-defence though.”

Her words come to a halt as she eyes over the Emperor for his reaction, seeking any dislike of this condition, or preferably an understanding. Once she is satisfied with either an answer, or a reaction, her hands motion outwards towards the two Shinigami that flank her.
“These two are part of one half of the Shinigami that are dedicated to maintaining peace within the Human World, ensuring that Hollow and Arrancar do not destabilize the balance themselves by killing off humans en masse. If the Quincy intend to continue living their lives among the human civilization, please trust that they will do their job to ensure this safety.”

Her hands drop back and her hands slip into her sleeves as they come together. Her eyes then shift over towards the two body bags and her head motions towards them.
“With all that said, along with these two and to an extent, Antonio, we appreciate your efforts even if they were not intended to assist us. However their bodies do bring another concern. I will operate under the assumption that they assaulted you first, as a show of good faith, but I cannot simply overlook the fact that these are Souls of the Seireitei. Had they been any other souls, perhaps these talks would have ended with their mention, I hope you understand that.”

It is true that the representative’s words come off as harsh, perhaps even aggressive, but if they had shown up with the bodies of Quincy, she expects the reaction of the Quincy Emperor to be much the same. In the world of negotiations, she believes it is important to ensure that she is not a push over, and limits must be established. Her words continue as she does her best to avoid the claim of Adonai’s heritage.
“We will do our best to locate Emillia, and if this alliance is to begin today, I make a simple request, if you find her first, do not take her life. I urge you to make contact with a member of my organization, the Central Forty-Six. We act as the ‘government’ of the Soul Society, the Gotei Thirteen, the Shinigami are more the militaristic side of the Soul Society. As you may know yourself, there are wild cards that sometimes cannot be trusted to convey accurate information.”

Once more a hand comes loose from her joined sleeves and shifts to point towards Izanagi, then she brings to the forefront his questions once more.
“The boy’s questions are valid, if you would answer them, we would be grateful to hear you out. Although, I have a feeling you will not part ways with the information regarding how you’ve hidden your realm for so long, nor will I press the matter. If you do have questions of your own, I, will do my best to answer them to the best of my ability.”

“The Captain is right, quite the revelation indeed, and he poses a couple of good questions, but right now is not his time to speak, nor is it his place to speak.”

Adonai awkwardly nods at this, not exactly agreeing with the elder but more so of it seeming like an awkward exchange. Agreeing the question is valid yet also saying it is not his place or time to speak. It seems like the Shinigami run a tighter ship with their hierarchy and authority than he does. Had one of Adonai’s Quincy spoken out of turn but it was a good question he would have allowed it and not backhandedly reprimanded them.
If there is to be a mutual understanding, an alliance and peace, then you and your people must abstain from killing any Hollow of any form. I understand if it happens on occasion for self-defence though.”

Adonai nods, giving himself time to process everything she has just said to him. He looks at the veil that covers her face, showing her that he is talking to her directly.
”Allow me to start by apologizing for the mass killings in Hueco Mundo, specifically what happened in Las Noches. I was quite… Angry around that time period and was not in a forgiving mood. That being said I know well that when we Quincy kill Hollow we eradicate them from the cycle as a whole. Given my emotional state around that time of finding out that they had been desecrating my Father’s power I did not hold back one bit. Again, I apologize for that matter, we have since greatly abstained from killing any large group of Hollows, of course Antonio and his followers, few as they were, were not spared. I have also spoken with my people to let the Shinigami do their job and only to interfere if it is a means of self defense or if it seems like the Shinigami need aid. Hollows can have quite the deceptive skill set at times. Oh and to add on to that, the majority of the Quincy who live in the living world aren’t combative, they lack combat training. Just to paint a better picture of things so you guys don’t accidentally gloss over a Quincy in need, assuming they can fend for themselves.”

He looks at the body bags for a moment before addressing them. His brows furrow thinking back to their arrogance and audacity when he had faced off against them.
”These two were within Las Noches when we attacked it. As we finished our assault a few of my rank and file Quincy were cut down to grab my attention. They greeted me with their names and rank, or former ranks.”

He eyes the bag of the former 5th Division Captain before looking back to the representative and continuing on.
”We entered into combat shortly after that and it resulted in their defeat.. If you had shown me the bodies of rogue Quincy I would be grateful because it means they were going against my decree of peace above all else.”

He realizes how that sounds and frantically waves his hands in the air to dismiss it.
”Wait, wait, wait! That sounded rude!! I wasn’t trying to strong arm you or anything haha, I’m trying to convey that you would have my thanks and appreciation for taking care of those who would rather go against peace.”

The conversation turns to locating Emillia next along with specifics on letting her live. Adonai did not like that stipulation one bit. Extracting the spine from her while alive isn’t an issue, the issue is letting her off scott free without paying the price for desecrating his father’s power. He bites his tongue for now but the idea of direct communication brings a spark back to his eyes.
”Yes! Communication, I am happy you brought that up! We Quincy communicate via our Crosses.”

He holds up his right hand letting his cross dangle out of his sleeve.
”We have a central communication hub that helps relay general orders across all Quincy who have one. Even from here I can communicate with someone back in Lichtreich. I’m not sure how you guys communicate with each other but maybe we could work together on a shared system? I’m sure you don’t want a Quincy cross you know nothing about in your possession and I am the same way with whatever communication method you may use. A shared system built from the ground up by both of us may be the best call.”

The conversation finally circles back to Jushiro’s questions. The mask was a strange thing to wear to such a place but then again, he has three masked individuals behind him as well. He scratches his head for a moment, trying to put together an answer.
”To start from the top, we Quincy are, like our name implies, exterminators. To what end I do not know, I am not sure why we were given power to cease the existence of souls upon death. If there is some greater purpose to it then I am ignorant to it at the moment. I already established that we know what we do to Hollow and we will avoid conflict with them going forward for the sake of the Balance.”

Adonai begins stuffing his cross back into his sleeve since had left it dangling.
”His next question was about who and what we are. We are Quincy and we are human. The same way you are Shinigami and you are souls. There is no greater depth to that answer, I'm afraid. I’ve already explained our purpose so I suppose that adds depth to the explanation."

Then the elephant in the room, the realm of Lichtreich.
”My realm is not counted among the three realms because it was not created by my father, outside of giving a place for Quincy to exist it serves no greater purpose. For reference I created my realm two thousand years ago, for myself and my people. These shadows, which are linked to our beings, grant us access to it. They are like the portals you and Hollow use to access your respective homes.”

He smiles, not in an uncanny or suspicious way, just a genuine smile of joy.
”I want to propose an idea to you for us to learn more about one another on a cultural level. An exchange program between our races. I send a Quincy to your world and a Shinigami is sent to Lichtreich. This is to learn about our respective peoples on a fundamental and well, cultural, level. To stress I briefed my Quincy on any attempts at spying. I will not tolerate it, if this happens and my Quincy is discovered to be spying on things they are not supposed to see or be a part of they will be dealt with promptly and swiftly. If it means anything, you have my word on that.”

He is hopeful that the Shinigami agree, or at the very least think on the idea. As it stands he knows nothing about Shinigami culture and they know nothing of theirs. If an understanding is to be had between them then it should start at observing how they lead their personal lives. So far the meeting is going well from Adonai’s perspective. The hostilities of the blonde Shinigami are noticeably absent this time around, a blessing since the last thing Adonai wanted to deal with was aggression of any kind. The exchange program is his biggest gambit for peace.

Seimei Ukitake (浮竹 清明)

1787766365362.png

Tens of questions answered, asked, and answered again. Seimei didn’t see the need to ask any on his own this time around, Jushiro Taichō seemed to do his part in that rather well.

Seimei remained silent, watchful and absorbed every bit of information he could. His emerald gaze remained on the Quincy Emperor, monitoring his every movement from breathing to blinking.

But despite everything that Adonai told, despite every revelation, Seimei didn’t yet quite understand the Emperor nor the Quincy. There was something to him that made him far more unsettling than the image of a mighty warlord he’d painted in his mind beforehand. His honesty, awkwardness, manner of speech all almost disturbed him. As a former Onmitsukidō, he sees a lie or a decoy if one is present. However, the blunt honesty of this Quincy Emperor almost caught him off guard within. And although he didn’t let it show, he felt more confused the more he knew. And despite the Emperor’s apparent honesty, he didn’t know whether he believed him just yet. But Seimei could see that the Emperor himself believed in what he had told them. His breathing, mannerisms, all indicated that he was sincere. And that much Seimei acknowledged. There was much to process, but one thing he also acknowledged was the fact that Adonai was immensely powerful. Son of the Soul King no doubt. Capable of creating a realm of his own was no small feat certainly. But unlike ten days ago, he didn’t fear the Emperor like he feared his Sternritter—or some of them, that is. The Rangers were seemingly a part of an elite battalion. And as such, unlike ten days ago, his hand still refrained from touching the hilt of Mugenrō. He remained disciplined, focused and vigilant in his analysis of the man before him.

But you couldn’t call him a mere man.

A God, perhaps.

With the Quincy Emperor as far as apologizing for the events of Las Noches and even being willing to respect the Balance of Souls in itself was interesting. Seimei still didn’t buy what he was selling, not fully. Trust wasn’t blind, and it had to be earned. The matter of Balance was important, especially in his line of work. However, it was likely that the Emperor understood the repercussions of what could happen if the said Balance was disrespected. All of what his father had created would become extinguished and destroyed. Or perhaps it was merely a political concession, for reasons yet unknown. But the fact that even the Quincy Emperor didn’t know why they possessed the ability to erase souls was worrying. And without a doubt, they had to have a role in the ultimate play of things. The Shinigami were keepers of balance, purification, and cleansing. The Hollows represented the corruption and the disruption of the cycle. But what would the Quincy represent? Does the Emperor intend to find that out? Or does he merely intend to live a peaceful, harmonious life with his kin amidst the perpetual cycle of souls? That made Seimei wonder if their new potential allies carried an agenda beyond what even their leader let on.

But so far, he had given little reason for further doubt.

But what truly piqued Seimei’s attention was the suggestion of shared programs, especially the exchange program. His first and immediate thought was that this was an intelligence risk. But he caught himself before he acted upon that thought. He no longer thought about what they could potentially learn about the Shinigami. Everything pointed towards the fact that they knew more than enough about the Gotei 13 and Seireitei. But what could they learn about them?

Far more than just ten days ago. And that was an opportunity in itself. Not to spy, or kill. But to truly learn, obtain knowledge. Their culture, habits, structure of life.

Everything.

Seimei now put everything that Jushiro Taichō has been teaching him to use. Restraint, understanding, no blind reactions, tactical thinking. And strength and intent. Seimei sought to see beyond the obvious and see the intent within. And within a mere short breath, Seimei clasped his heels together, leaving an echo of a soft knock in its wake. His hands clasped against his thighs simultaneously as he bowed his head—his posture now indicating absolute attention and respect towards the Quincy Emperor.

”Your Highness, pardon me. I am Seimei Ukitake, 4th Seat of the Tenth Division.”

Seimei announced suddenly, his tone carried utmost respect as did his posture.

”Perhaps you might know it already, but I accompanied Captain Izanagi during our last meeting with your kind. I have to atone for my behavior, and thus, if Jushiro Taichō permits, I would like to volunteer for this exchange. I wish to see your world and live in it.”

Seimei spoke humbly as his head remained bowed. Now it all came down to whether the Quincy Emperor would accept his request. His captain would likely understand Seimei's intent, and perhaps even understand that he didn’t intend to spy nor violate their peace.

He intended to do something far more valuable.

The meeting between the Quincy and Shinigami carried on as expected. The expectation was that it was done in good faith and without incident. Regardless of Adonai's revelations and his claims, Jushiro saw no reason to deny or affirm his claims. The Captain had already gotten some insights about the Quincy. All that was left was for the hubristic twats of Central 46 to satisfy their own curiosities. Izanagi has always disliked dealing with Central 46; it was more aggravating than he would like to admit. And as if on queue, their representative showed why he holds certain opinions about them.

“The Captain is right, quite the revelation indeed, and he poses a couple of good questions, but right now is not his time to speak, nor is it his place to speak.”

The moment she paused and directed her attention towards the Captain, he too returned the favor. The surface of the mask had remained blank upon til this point. It soon lit up with a few words, clear as day for her to see before it would disappear.

"Whatever, Witch!"

After letting his intrusive thoughts take over for a mere moment, the Captain straightened his posture and returned his gaze towards the Emperor. It's safe to say that Izanagi was not in the mood. This time round, his attitude was mild, for he is known for possessing the foulest of thoughts. The Captain refrained from escalating things further. Mindful of the fact that something bigger than all of them was taking place. The silver-haired Captain cared not for anything else that the representative had to say. Why? Because there was another interesting development happening at the same time. A familiar voice disrupted the Captain's thought process. He didn't show any excitement and no change in his demeanour either.

Captain Izanagi, I apologize for this sudden intrusion into the meeting, but seeing how Central 46 incompetency in understanding the value of bringing a scholar or historian to such a monumental meeting is, and with all respect, you lacked the forethought to record your previous encounter with them. I felt it important to take proper measures into my own hands to not blunder historical event twice. The recording functionality of your mask has already been activated for you, and I’ll provide any further assistance henceforth. You were wise to ask the questions you did, but I think you overlooked something. We didn’t know of their existence or any records of them until ten days ago, yet from what he just shared, they know way more about us. To put it bluntly, they currently hold the stacked deck against us in this, not counting the fact that they managed to take down threats so efficiently that we struggled to bring down someone like Antonio. We have enough enemies but very few allies, so tread carefully in how you help navigate this.”

Izanagi will have words with Michiya on his return to the Seireitei. He could forgive the intrusion, but his disparaging comments needed addressing. To accuse the Captain of lacking the forethought to record the first encounter was absolutely untrue. The bastard failed to inform Izanagi of said functionality. His own cunning got in his way, and now Izanagi was even more wary of the man. Jushiro's initial response to Michiya's intrusion was a show of composure. But after thinking about it even further, he couldn't help but react. However, his reaction was blended and disguised as part of the representative's speech.

The moment her words came to a halt and Adonai began to nod. Izanagi inserted his reaction to Michiya. Tilting his head ever so lightly in the direction of the representative.

"Wait, what? Never mind, thought you said something else instead".
The Captain looked away swiftly as a smirk manifested and was drawn across the surface of the mask. It remained in the likeness of the sentinels while showing off its capabilities. Regardless of his antics, the Captain was still very much paying attention to what was being said by everyone present. He was keen on the Emperor's demeanour and response to the representative. It was truly not the time for him to speak or voice his opinion. The Captain even ignored the rep's blatant disrespect towards him. He found it amazing that they're so quick to dismiss those charged with protecting them.
Adonai went on to answer Jushiro's questions without deceit. However, there remains much to be dissected. His realm is not counted amongst or connected to the traditional three. Even more incredible is the fact that he created it over two thousand years ago. That alone is quite the feat, making the Captain even more curious about the emperor. Then another opportunity presented itself, one which made him smile within. He knows that Michiya would've been interested in learning about Quincy culture. The masked man chuckled as Seimei jumped at the opportunity.

"Just be on your best behaviour and don't embarrass me. I'm absolutely fine with it, assuming she who wants the first and last say doesn't disagree with it".
The Captain did not spare a glance at the Rep. This was a great opportunity and anyone incapable of seeing that wasn't looking at the bigger picture. By learning about each other, they can hopefully find common ground. The emperor shared a great deal about the Quincy and the type of person that he is. His anger can be quite a spectacle when it's called for.

Listen While You Read

The rebellious response of the Captain did not sway the representative, she was well aware that the relation between the Gotei Thirteen and the Central Forty-Six were strenuous, they always had been. The two official bodies need not stand on friendly terms, they must only work for the same purpose, for the Soul King and the Soul Society. If her words were to affect the Captain’s loyalty, and his retort were to incite the wrath of Central Forty-Six, then neither were fit for their roles. As focused as ever, she listened carefully to the replies of Adonai.
”Allow me to start by apologizing for the mass killings in Hueco Mundo, specifically what happened in Las Noches. I was quite… Angry around that time period and was not in a forgiving mood…”

First came the apology and reasoning for the slaughter of numerous Hollow within Las Noches. The rep listened, formulating her own thoughts on his response. Two things struck her: The apology and the emotional fuel to the fire. It was a good sign that he understood, or at least seemed to understand the mistake in his actions. It was an ill omen that he was swayed to act in such a manner due to his emotions. She is not stupid, she understands that anyone can be overtaken by emotions, but to be aware of the effects the Quincy have upon the cycle, and to willingly go through with eradicating so many Hollow so quickly under that influence is a concern. A concern that she mentally notes.
“…I have also spoken with my people to let the Shinigami do their job and only to interfere if it is a means of self defense or if it seems like the Shinigami need aid.

The clarity on the Quincy residents in the Human World is greatly appreciated, as well as the instructions in regards to the Shinigami. Finally the representative offers a nod of gratitude and a verbal reply.
“Well, it is fantastic to know that not much will change in regards to the activities within the Human World, furthermore, the Gotei Thirteen will appreciate the efforts of the Quincy should they need their aid during our duties.”

She goes silent once more, leaving Adonai to continue on, this time about the two defectors.
”These two were within Las Noches when we attacked it. As we finished our assault a few of my rank and file Quincy were cut down to grab my attention. They greeted me with their names and rank, or former ranks. We entered into combat shortly after that and it resulted in their defeat... If you had shown me the bodies of rogue Quincy I would be grateful because it means they were going against my decree of peace above all else. Wait, wait, wait! That sounded rude!! I wasn’t trying to strong arm you or anything haha, I’m trying to convey that you would have my thanks and appreciation for taking care of those who would rather go against peace.”

For the first time the Representative shows a bit of emotion. A chuckle escapes from behind her veil as she watches the Quincy Emperor fumbling over his own phrasing. The man is clearly a powerful man, be it himself or his empire, but it is also clear that he has not grown accustomed to these sorts of talks just yet. A hand slips from between her joined sleeves and motions a dismissive wave.
“Please, don’t stress yourself over that, these things can be stressful enough as they are, sometimes we stumble.”

Her words are both sincere and calculated. Perhaps someone more acclimated to these talks might pick up on her intentions. Kind words offered to genuinely calm the Quincy Emperor, but also to garner some fondness, no matter how brief, it may come in useful. The matter switches to the next topic, communication.
“Yes! Communication, I am happy you brought that up! We Quincy communicate via our Crosses.”

The Central Forty-Six member leans in to take a closer glance at the cross, she is confused by how they might work, but it is also not her place to understand. She then straightens back up as Adonai continues, giving him her full attention once more.

A hum of consideration sounds out from the veiled woman. She is not contemplating whether they should or not, nor is she thinking on how they could. Instead her mind lingers on the intentions of Adonai. To establish an entirely separate but shared communication network is beneficial, but also a potential risk, for both sides. Every alliance requires a sacrifice or two, it is rare that something of the like can be forged without suspicion on both sides. It is a good sign that Adonai is willing to make such a move.
“That is a wonderful suggestion. When you finish answering the questions at hand, I will make another proposition regarding that system.”

Within her sleeves, the woman's hands move to separate, and briefly she almost relaxes her stature as a whole before catching herself and returning to that same posture. A slight sign that she’s becoming more comfortable with the thought of an alliance. Adonai’s answers to Jushiro’s questions begins. The answers given are satisfactory as far as the rep is concerned, the one statement that befuddles the woman and leaves her questioning the claim is the one regarding the Quincy realm. A grand statement like the claim of his heritage, but this one seems to hold more proof. As far as the Central Forty-Six knows, the Soul King only created three realms, someone else must have created Lichtreich, perhaps it was Adonai? She could neither confirm nor deny that claim, so it remains a mystery until further proof is attained. Then Adonai moves onto a second idea for fostering the union.

The room remains silent for a moment as the woman thinks over the possibility of merits and demerits to the offer put forth. It is then that Seimei takes his opportunity to speak.
”Your Highness, pardon me. I am Seimei Ukitake, 4th Seat of the Tenth Division. Perhaps you might know it already, but I accompanied Captain Izanagi during our last meeting with your kind. I have to atone for my behavior, and thus, if Jushiro Taichō permits, I would like to volunteer for this exchange. I wish to see your world and live in it.”

Once more someone speaks up before it is their time to speak. An offer made to be the Shinigami intended for the exchange, an exchange that had not yet been accepted by the current representative of the Soul Society. Then it was the turn of the irritable Captain, giving his blessing, once more on something that has yet to be agreed upon. A sigh blows past the veil and her hands tighten in her sleeves.
“Seimei Ukitake, I appreciate your eagerness to get to work for our benefit, however..” She pauses and turns her attention towards Adonai once more. “I have yet to agree. Again it is a fantastic idea, but there are things that must first be put forth before we come to a conclusion on these decisions.”

She briefly pauses, ruminating on what to bring up first, hopefully without any interruptions from either of the two Shinigami officers.
“Let us address the first proposition, the joint communication system. I am sure we can find the bright and right minds for the task. And if we do get that far, I must bring up a suggestion of our own regarding the system. This will be a fine balance we must work with. If ever a breach is found that benefits either party, it is to be reported to yourself, Adonai, and the current representative of the Soul Society. Then, another meeting is to be held. The purpose being to find how this issue came about, and who made it possible, the perpetrators will be handled in whatever manner is discussed during the meeting.”

Her eyes peer past the veil, once more attempting to gauge the reaction of the Quincy Emperor. A hand then quietly slips from between the joint sleeves holding up two fingers.
“The second proposition of yours, the exchange program. A fine suggestion, no doubt. We appreciate your promise in regards to the spying and should we come to an agreement, you have our word much the same. However, as an addendum, I believe it is beneficial to both sides if the participants of the exchange are also allowed to learn the ways of combat of the respective side. This will allow our alliance to function properly in the midst of combat, should a threat arise that demands the attention of both sides. I am sure you know that any partnership is built upon trust, and I do not expect the trust between us to be without fault right away. With that said, we would be happy to wait until the bond is further solidified between the Quincy and Shinigami, but eventually that should be a step taken by the representatives.”

The representative speaks not for herself, but for the Central Forty-Six and the Soul Society. These are topics that had been thought of and spoken about by the wise council. Perhaps not exactly as the Quincy Emperor spoke of them, but similar situations had been prepared for. She has clearly come prepared and ready, her words chosen with intent and with caution. Once she is done, her hand gestures towards Seimei as she addresses his desires.
“If our terms are acceptable to you, then we would have no qualms with sending the eager Ukitake for this purpose.”

Seimei bowed most respectfully to Adonai who looked around at the others awkwardly while holding his hands up waving them dismissively.
"Hey, hey, hey, no need for all that, I’m not your Emperor haha. No need for all the bowing or calling me Your Highness Adonai is fine. Respect can be conveyed just fine with tone of voice.”

After listening to the young Shinigami he couldn’t help but chuckle when thinking back to what the Rangers had reported about him.
"Yeah, the Rangers had choice words about your behavior. If your superiors are fine with it I wouldn’t mind.”

The concerns for the shared communication system are brought up and Adonai nods his head while listening to her. As always he is never too arrogant to assume he knows everything so he listens and considers what she is saying honestly. He rubs his chin for a moment.
"How about a stress test of the system before a full launch? To ensure no breaches can be found or exploited we have different levels of intellect try to breach it. From the common soldier all the way up to our brightest minds. Since our brightest minds will be working on it anyway they would take offense if someone found a way around their systems. Sounds cruel and underhanded but we use their pride against them to make it as fool proof as possible haha. But I agree, if such a breach does happen we reconvene and figure out what went wrong.”

She then brings up the second condition, to share combat knowledge. Adonai could only laugh at it, not in a rude way but because he was already thinking that would happen anyway.
"I can’t call myself much of a warrior, not as much as some of the Quincy in my ranks but I can understand a warrior’s heart. Sparing or testing strength or abilities was bound to happen with or without our approval. So that was something I was going to leave to the discretion of the involved parties, but if you want to share combat knowledge then so be it. Keep in mind, I’ll give permission to the Quincy I send to divulge whatever they feel comfortable sharing. If they don’t feel comfortable sharing it then feel free to contact me and I’ll answer the question.”

He turns his attention back to Seimei with a smile.
"That being said, do expect to get bullied by at least the Rangers. You’ll be under my protection so you won't have to worry about any serious harm coming to you.”

Adonai dangles his cross from his sleeve again, holding it up and speaking to it.
"Verena Vogt, you are needed at my location. It’s obviously not an emergency but the sooner the better.”

He tucks his cross back into his sleeve and looks back to the representative.
"Verena Vogt is one of my Sternritter. A Sternritter is similar to the rank of Captain in your organization, to keep things simple so you know where they stand in my ranks. Our military is broken up very differently from yours. We have me, basically a Captain Commander, Sternritter which would be Captains, then our Soldat which are our footsoldiers. We don’t have Lieutenants or seated members though each Sternritter may have a particular Soldat they treat as a right hand. Needless to say I put a lot of faith in my Sternritter. That aside, Verena is a good woman, although a bit annoying at times but that is for other reasons.”

Adonai looks at Jushiro, he was told about his verbiage towards Pink. He wasn’t a fan of it and the fact that he is sending a woman to the Soul Society he has to establish a line in the sand here and now.
"You there, Captain Izanagi. You will mind your manners, tone, and way of speaking when in her presence. I will not, and she will not, tolerate disrespectful speaking in reference to her or around her. Feel free to take this as a threat because it is. Respect her and by extension respect any female Quincy you come across from now on.”

Adonai throws down a threat, but it’s not for any sort of political pull or power play. He casts a threat towards Jushiro simply for him to respect Quincy women when speaking to them. He isn’t smiling and he isn’t joking as the rather light air of the meeting turns stagnant with hostility rather quickly. He glares at the mask with a gaze that pierces through it meeting his eyes and the eyes of whoever else may be watching through that mask. The air lightens again as he shifts his eyes from Jushiro back to the representative.
"I have no further questions at the moment or concerns. If you wish to draw up an actual treaty to be signed feel free to do so so we may each have it in writing. But for now…”

He extends a hand to the representative to shake.
"We can do it the old fashioned way. I learned a long time ago that words have power. Understand my word is bond and on my pride as a Quincy I will uphold the peace between us and aid you in protecting the Three Worlds as my father intended.”

Seimei Ukitake (浮竹 清明)

If it wasn’t for the old hag and her idiotic objections, his proposal would’ve been accepted outright—by both his captain and the Quincy Emperor. However, for some odd reason the witch that represented the Central Forty-Six and ultimately their kind, she just had to have her spoon in every soup. Typical. She was representing the leadership of Seireitei only in name. If the Quincy truly had studied the Shinigami and the Soul Society as well as Seimei had feared, they would know by now that it was Central Forty-Six that acted as the culprit of many failures of the Shinigami. Their many conflicts, tragedies, coups. In his mind there was no doubt about who was to blame for much of it, and he knew that his commanding captain would agree with his sentiment. However, Seimei kept his composure without failure. He didn’t react to her words, not immediately. At the behest of the Quincy Emperor, he stood up, pushing himself back on his two feet. He clasped his heels together and once more brought his hands crossed behind his back, well avoiding touching his Zanpakutō on purpose. If only their ranks had a Captain-Commander, the need for the hag or representatives of Central Forty-Six would be little. In his mind, their usefulness altogether had long expired. And a part of him hoped that there would be changes within Seireitei during his future absence, as unlikely as it was.

Seimei nodded towards the Quincy Emperor with absolute attention in the aftermath of him retaking his stance, and after he straightened his posture he took a quick glance at the hag representing the Central Forty-Six—offering her a swift but a cutting frown. His subtle gaze emanated a certain sense of disdain, as quick as it was. He however didn’t remain seated on his emotions and allowed himself to move forth, recalibrating his thoughts and mind swiftly back to the ongoing discussion and Adonai himself. His expression was almost blank, calm but permeated by outward respect towards the Quincy Emperor. The hag was treading on thin ice when it came to sharing combat knowledge, or their respective forms of combat. It was a wise question, in a sense, but a foolish one on the other hand. It perhaps hadn’t come to her mind that the Quincy were likely already well aware of their combat abilities, considering their more than vast knowledge regarding their organization. They’d faced and exterminated threats such as Arrancar, and thus they likely already understood what a Zanpakutō was. At least on surface level. Whether they understood the concepts of Hōho, Zanjutsu, Hakuda or Kidō was another matter—but Seimei himself safely assumed that they must’ve gathered knowledge on such matters.

He was certain that knew more than they let on, despite the genuineity and truthfulness of their leader. However, for Seimei, the opportunity to test the abilities of the Quincy was more than welcome. He sought to make a firm bond with their kind, a true alliance, and a diplomatic bridge. However, combat forms often revealed more about the culture and the mindset of a people than their art, language or anything else. In battle, you could feel ones’ intent of heart and mind more purely than through language or art. And understanding the heart of someone was to understand their true nature. And above all, Seimei wished to see how well he’d fare against one of their Sternritter—Captain level combatants. Without a doubt he would be a step behind, and considering their efficiency in dealing with the Arrancar, they were more than formidable. Seimei kept his emotions and thoughts to himself however. His face, eyes, breathing, or Reiatsu remained unchanged and almost static in nature. Calm, immensely calm. A stark contrast to what he had presented merely a few days earlier.

The Quincy Emperor approved of his proposal, and not only, he even noted the possibility of the dynamic between himself and the Rangers. An unfortunate stamp on his reputation, but one he’d have to rectify and ultimately deal with. A smirk escaped his lips as his eyes closed in a joyful manner.

”Heh! Your Hig- I mean, Adonai, sir. I am fully aware and to some degree prepared that the Rangers might eh, treat me oppressively in a friendly manner! But I would most certainly like to mend my relations with them.”

Seimei remarked with some humor and joviality to his tone. His attention and now his once more open emerald gaze were fully directed towards the Quincy Emperor. His eyes revealed a more serious intent, as he himself had more proposals to add upon his role as a volunteering person of cultural exchange.

”Adonai, sir. I am used to accompanying my Captain, Jushiro Izanagi, in his duties. I could say that I’ve been following under his tutelage more or less, I aid him in the combat training of our division as an example. As such, I would like to assume a similar role in your organizational structure—act as a representative Soldat and follow one of your Sternritter. This is not to pry on your leadership structure by no means, but to further study daily leadership operations and gain personal perspective on how to be an effective leader. Of course, if that’s off the cards, I’m alright with it!”

He announced with a slight chuckle escaping him as his eyes quickly shifted to his Captain, Jushiro Izanagi. He sought to see his reaction and whether he would agree on his assessment and request—being somewhat tall as such. He cared less about the opinion of the hag. This was a request a Shinigami of Seireitei made to an Emperor, not a hag. Seimei wasn’t however unreasonable in his mind. Working as a Soldat in their organization could provide a root-level perspective of how their day-to-day military works, and beyond that, their culture, general mindset and spirit. Who knows, perhaps he himself could find himself becoming a Quincy? Likely not, after all—he was a former Onmitsukidō.

Seireitei and Soul Society altogether was everything to him.

After he had spoken, he assumed a stance of absolute attention, his feet clasped together and his posture as strong and as strict as it could be. Suddenly however, he heard a voice within. It came from a place he didn’t visit often enough, a dilapidated temple. It was a dark temple, with the temple floor being engraved with spiritual seals and talisman markings all about. Faint chanting and bell rings echo through the hall constantly, though the sources of these sounds are never visible and shrouded by the dark shades of the domain. Sound and words behave unnaturally within this domain, arriving delayed, disrupted or distorted—reinforcing the instability of cognition and recall. And there was an Onmyōji sorcerer, writing scriptures in silence. He was dressed in layered, traditional ceremonial robes that are adorned with fading ofuda and ritualstic symbols and sigils. His face is obscured by a seemingly cracked, white mask that bears a singlular eye hole beneath which the gaze of the ancient sorceror remains unwavering and even unsettlingly aware.

It was his Zanpakutō, Mugenrō speaking to him.
”Ah… You’re finally asking direct questions, young one. I wonder when you’ll dare ask me questions like that, mh? I heard you speak with your Captain and you said you know me. Do you? Yes, I speak in riddles more than often. But have you ever thought about asking me what they mean?”

The spirit announced, out of apparent nothingness and silence.

Seimei kept his composure in the world outside, unwavering in his demeanor, but within he was more than taken aback. Mugenrō rarely spoke to him, especially in such a manner.

”What’s this about old man?”

His inner voice asked the spirit, now waiting for answers.

Izanagi remained silent while the rep and Adonai exchanged words for the mutual benefit of both parties. The idea of a joint communication system was a good one. A good way of building trust between the two factions and with clear lines of accountability. The meeting seemed to be going well and also in good faith. The exchange programme was proof of that and even Izanagi was curious to see what comes of it. The representative was astute enough to set forth some stipulations. Learning how both sides engage in combat is something Izanagi would’ve suggested. No matter how much Adonai wants to dictate that there will be no spying. The Shinigami were still very much at a disadvantage. The Captain had reported back to Central 46 ten days ago on all that both him and Seimei had witnessed. There were given clues on possible ways the Quincies engaged in combat. However, many questions remained and this was a great opportunity to find out more.

The Captain remained intrigued by it all and as the Rep negotiated with the Emperor, Izanagi awaited his response. Will he agree or will he also have stipulations of his own? The masked one kept a close watch on things, carefully observing Adonai, his demeanour and mannerisms, tone of voice among other things. Izanagi was amused by Adonai’s supposed humbleness. The idea of him not being much of a warrior was laughable. The emperor was already proving himself to be a rather shrewd individual. Now that they had agreed on the exchange programme, the Quincy representative for the exchange was still missing. Would it be one of the rangers? A person by the name of Verena Vogt was summoned to their location but didn’t immediately appear. Adonai then gave a breakdown of his military ranks. Without even realizing, Izanagi was nodding along to Adonai’s words. Sternritters are more or less the same as Captains. One must wonder just how many of them are there.

Before he could dwell on such things, Adonai needed his attention.

It wasn’t just a simple request, this was definitely something to be taken seriously. And as their gaze met each other, Izanagi remained his usual self. However, behind the mask he was becoming agitated, not yet outwardly, the air around him hadn’t changed. Nothing hostile on his part, not yet. Izanagi possesses an extensive library of obscenities and should he tilt towards the heated version of himself. Then this meeting could go sideways in the next few seconds. He was currently sixty-forty in terms of how to handle the situation. Will the heat prevail or will he opt for the cool, maybe cold approach? The Captain tilted his head to the right while looking at Adonai while a few things came to mind.

“A different race, different century, different time, be in ten days or one day, it was all the same. Demand deference, demand respect, send threats, demand obedience while singing the same damned tune. Fascinating”. Just as his thoughts kicked in, another interruption came his way, this time from the meddling Michiya.

“Captain Izanagi, whatever you are thinking about saying, all due respect, do the exact opposite. It’s easier to appease the whims of a crazy person if what he says about the Soul King being his father is false, but in the miraculous case that what he says is true, upsetting a supposed demigod because you can’t control the vulgar things that come out of your mouth can’t be repaired once damaged. You reprimanded your subordinate for his behavior, so do the right thing and don’t ruin this.”

The Captain rolled his eyes from behind the mask. It’s been years since Michiya and Izanagi crossed paths and as such Michiya may not have realized a few things. There is a time and place for everything. Despite Michiya’s concerns regarding the Captain’s vulgarity, something still needed to be said. As Adonai moved to address the representative, Izanagi interjected. Something that will be sure to annoy the old hag but that matters not.

“Forgive me, Adonai, but I find myself a lil confused. You propose an exchange programme intended to foster…understanding between Quincy and Shinigami. Yet in the same breath issue threats to those you would have participate in it. I am trying to determine which lesson you wish to teach us first. Cooperation or coercion? It appears that my ranger friends misrepresented a perceived slight. I dare say they neglected to mention a few things but no matter. On the subject of learning about cultures and customs. Among Shinigami, threatening one’s prospective partner and even worse, a Captain is a poor way to lay the foundations. Nevertheless, I understand what you’re trying to do, gotta stand up for your subjects I guess”.

The Captain smiled and looked at the rep to see her reaction, expecting her to be irritated. After all, he was speaking out of turn or so it would seem. Izanagi then looked at Seimei giving him his approval regarding his request from earlier. This could all prove useful to Seimei’s own personal development. And Jushiro was looking forward to hear some stories about his interaction with the Quincy. At the same time he couldn't help but ponder on what the Rangers had reported back to Adonai.

“That fucking crayon posse…argh those fuckers. Blue is definitely my favourite of the lot, whoever gave that report is definitely my least favourite now. In any case I kept my cool on this one. And as for you Michiya, you and I will have words”.

The man thought to himself while waiting to see who this Verena person is and how the rest of the meeting will unfold.
