Central Seireitei

Earlier.....

The Dawn of a new era started when Central 46 claimed the helm of the Gotei 13 a year and six months ago. It was unexpected that it turned out that way, putting the entire Seireitei on edge, but one person did not entirely feel threatened or shaken. During this news, all it took was to gain knowledge and prepare for whatever may come next. The question that shall always remain: Will it be enough?

"It will have to be."

Nevertheless, Kagi spent the last year and six months retraining his Division and their training method, yet he always stood still on his goal despite the countless times his request has been ignored. Not even the time to stand amongst them to speak on the matter. It was as if Central 46 did not wish to spare him the time. So, with the help of Division Twelve, they created a simulated room underneath the second barracks under his request to benefit his Division's new training methods. To instill in Kagi's ways the Stealth Force's way. Shrouded in secrecy, this request would not come without a price, which will be paid whenever the Captain of the 12th Division chooses when to collect. The training was done secretly to keep their methods hidden from the peering view of other divisions. If anyone within the Division ever spoke of this, they knew the consequences would be severe. The only person outside of the Second Division who knows this would be the Lt. of the First Division, though she is no exception to keeping the secret. She, too, would be punished. Naturally, secrets don't stay secret for long; as long as Kagi can help, it will remain so. For everything that has occurred over the last few years, there has been a coup, commanders dying left and right, and officers like the Shiba who put their pride before their duty for revenge. These things are the reason Kagi stays vigilant and observes from a distance. Moving through the Seireitei like a thief in the night, moving swiftly and silently, undetected due to the unique properties of his haori. Though not necessary but useful.

Because of this, he took it upon himself to study the state of the Rukon District, specifically District #58: Kurahashi (黒い橋, Black Bridge). However, the Captain would not be heard from for a week without contact with Central or his Division, not even his Lt, who only told him that he would be away for a little while. He did not explain the reason, nor did he need to. Lt. Kinko was only told that he would receive a message; when that message came, Kinko was to carry it out. Today was that day; Kagi had recently stumbled upon a group of civilians under the guise of a civilian himself; he did not have his usual Captain's haori, more of a brown, raggedy-looking cloak, which was Kagi's original cloak from before he joined the Gotei 13 as Captain. He did not even carry his zanpakuto as it remained hidden; a simple civilian could not locate its findings by sheer luck. Learning key things and whispers all week, even spending time in the neighboring districts to see if these rumors reach their ears and eyes. To his knowledge, this district wouldn't been any different than the rest. Their hatred stemmed significantly towards Shinigami, and the incident then did not help. So significant that they finally decided to take action against the Gotei 13. It was a massive crowd of lawless civilians who stood around, fist-balled so tight that it could bleed from their fingers digging into their closed fists. Each of every one voicing their hatred so openly and willing to die for their revenge.

"They need to pay for what they did!"

"My boy....my sweet boy was killed by those bastards!"

"My fellow friends! We have spent years at the bottom of those scum called Shinigami! Today is the day we strike back! We do not fear those cowards who sit and stand behind those walls, ignoring us. They believe they are so high and mighty. We will not tolerate them killing us whenever they please! We will band together and end the Gotei 13! And if we are killed, more will rise! We won't stop until those who were slaughtered get justice!"

"Yeah!"

Kagi listened to their poor souls, ready to be slaughtered with no way to fight an entire militia of the Gotei 13. They were committing suicide at this point; he could have intervened, but the voice of reason would not have been enough. He could have quickly purged everyone without remorse, yet it would prove nothing. However, upon his investigation, he learns from the rumors of a child carrying what appears to be a fishing rod, claiming to be a Shinigami. Yet, Kagi recalled that sensation that day, that feeling he had to ignore because his duties took him elsewhere, where his barracks were under attack. That feeling, that spiritual signature, was not of a shinigami. But a hollow; on that day, their presence wasn't massive enough to get everyone's attention, but only enough to gain the attention of those who were capable of sensing that distance and to make it more evident, he recalled every Shinigami all that time ago, researching their skills and zanpakuto, and none of which matched having a fishing rod for a zanpakuto.

His time in the Rukon was done, but the mission was far from over. It was time to venture outside of the veil of the Soul Society. It was time to meet with the one person who could help locate the suspect himself, an arrancar who went up against the members of the Tenth Division. According to the reports back then, this arrancar did not hold up to the standards of the usual hollow. It was rather exciting to meet this Arrancar, yet it could been a farse to gain information and scale the shinigami power. There was only one way to find out. That was to go into the lion's den.

He peered through the small opening outside the base while he watched the civilians rally, seeing nothing but their backsides. Kagi was no longer standing there. Utilizing his skill in hoho, he vanished without a trace or sound. One person in the back felt the air grow lighter behind them as if they were paranoid about the idea that someone was watching, yet they saw nothing. Kagi left them conflicted with the idea that someone was watching, maybe a ghost, or believing it was nothing.

Being as it may, Kagi made his way back to the forest area of the woods, bouncing from branch to branch to regain his hidden zanpakuto. Once he had gathered it, he pulled out a piece of paper with a ravenous blackbird landing on his right shoulder. He proceeded to write on the white sheet, which was written down in numbers instead of letters.

"491920189320 '58' 919 1612114149147 1 1891520 81144125 920 225 135114 85149147 2015 8215315 132114415 2015 9142251920971205"

He rolled the paper up and placed it near the raven's talon, which he would take from him and give to the two people it knew who would receive it. So, like that, the bird took flight from its shoulders, ascended into the skies, and made its way back to the Seiretei with haste. He could have given the message personally, but this was more of a test for the young Kuchiki and Lt. Munetoshi. To further prove their skills and abilities as Lt., how they handle this situation would determine where they lack and how Kinko or Fuyuko will take it if they fail. Will those two be able to handle the situation? Neither of them would be aware that they both received the same message.

The Captain only arrived some time ago to present himself to Central 46. Since he sent the message earlier, it should have arrived at his Lt destination by now, while he had appeared before the members, now commanders of the Gotei 13. Upon entering, The Silent Flash, known as Kagi, took a slow stride down the narrow corridor, donning his white haori, as the Captain rid himself of the raggedy cloak he wore earlier. To top it off, he wore his favorite straw hat covering his eyes while standing in the center of the veiled light centered in the room where commanders sit. Kagi wondered if his lack of presence this week was even noticed by the likes of them, who had seemingly ignored him countless times before.

"Commanders of the Gotei 13. I am here to request permission to go to Hueco Mundo. I have reason to believe that the suspect in question from an incident that occurred during the time of Shiba's arrest was the cause of the destruction of the Rukon District 58 by a hollow, more or less an Arrancar. Rumor has stated it was someone who wielded a fishing rod and was never seen again after the massacre. Even as we speak, the very same district is plotting to take action against the Seireitei because they believe we were the cause of it. I could not tell you how long this suspect hid in that district. From what I have investigated this past week, it would have been at least ten months or more. Still, it is no coincidence that at the same time, he was hiding here in the Soul Society, the Arrancar known as Estarossa, who appeared in Naruki City, was also fighting members of the Tenth Division. So, to get answers, I would like to further investigate by traveling to Hueco Mundo. Make no mistake, I am here as a courtesy, seeing that you are in charge. Before I plan anything and take action, I would like to let you know about my findings before proceeding. I have already sent word to my lieutenant and Lieutenant Munetoshi to handle the situation of District 58."

Kagi spoke to them in a stern tone but not in a disrespectful manner. But he was concise with his report and only sought permission. Given that there hasn't been anyone to look into these things, let alone enemy territory. Division 10 has not done anything regarding the reports of these voids appearing throughout Naruki City. Instead, they have yet to report any solutions, but that isn't Kagi's problem. He is curious how three tenth members failed to kill an Arrancar. So, to do his job, he would seek the answers himself. Anyone who laid eyes on Kagi would notice he was no longer the young, fitting individual; at first glance, he was more bulky and appeared much older due to the facial that grew around his jawbone. He spent the last year training his body to be more muscular and toned. But that is neither here nor there.

Time... it moved fluently, not caring about anyone. That was a constant. With time, there were many changes whether it be on an individual level or across the board. For Kinkō, the changes were quite broad. In the last 18 months, he was promoted to Lt. and he continued working on Bankai mastery. He worked closely with his captain and by extension, Lt. Munetoshi.

Sweat dripped from his brow as he sheathed his zanpakuto. The simulation room that was installed in the underground of squad 2 provided him a place to hone his skills and more importantly work on his bankai without prying eyes. He could maintain the transformation much longer than when he first awakened this power. To add to that, he had a stronger bond with both spirits.

As he made his way back up to the surface of the squad 2 barracks, his thoughts went to his journey. He was making progress but still was very far from his goal. He still wasn't strong enough to defeat opponents like the former kenpachis. They were both forces to be reckoned with and their powers were almost out of this world.

Perhaps one day, he would be able to stand up to those forces of nature but now wasn't that time. Only then would he think he'd be suitable for more responsibility. If he were going to make captain then he would need the strength and skill to protect his squad.

Once he had made it to the top, he stepped out of the building. The breeze caressed his face and the sun kissed his skin. It was quite peaceful... comparatively so anyway. After all of the betrayal and civil war, a little peace was necessary.

This moment of respite wouldn't last long. He heard the squawk of a raven in the distance and that prepared him to receive a message. He knew his captain was sending some sort of orders that was only for his eyes. Once the bird arrived, he took the paper and looked around to see if any of the squad members were close. Seeing that none were, he quickly opened the paper and read the message. It was a series of numbers which communicated the message well with the lieutenant. He used kido to burn away the message and then he vanished with the flashstep.
