Time passed of idle conversation among those that were familiar, while Rokka quietly observed. He did not wish to interrupt the initial greetings and engagements of acquaintances and friends. After all, he was an outsider with everyone present. Not to mention his attendance was dual in nature. He wasn't simply here just to engage in banter and to enjoy a meal. Though the gathering so far was pleasant - a blessing that managed to curb his anxiety towards what could have been a much more formal gathering.
As he awaited his meal, his mind drifted for a moment. Wondering if Mina had managed to relay the information that he had asked of her. A dossier of curated details in his active case to the First Division was the first part. The second part was if she made contact with specific individuals in regard to the next phase of their internal affairs. She functioned as his hands while he was tied up with his current engagement. While he would make proper contact with Toru on the matter, she extended his reach beyond the confines of the Tsunayashiro estate.
While they all sat and broke bread - a game of cat and mouse was being played.
The gathering progressed, changes came about. Shifts in the attendees, the delivery of their orders, and the waves of conversation. It all was so busy contrary to what one might expect of a noble's event. Traditionally guests would arrive, the festivities would begin, and that would play out to its end. Though this felt as if there was a revolving door with no order to the attendees.
Yet within that chaotic waltz came a moment of focus upon Rokka.
"The red heads order was a little annoying to think of, but yours was easy. I'd almost take it from you myself, but..." His head shifted position to the other side of Rokka, then he continued, "...I wouldn't be a great host then would I? Either way, it's Tonkatsu, as you asked, but see how it's ever so slightly bubblin'? Cheese. Cheese beneath the panko."
The peculiar host's creation was as he asked and yet a bit more. A creative decision that didn't disrupt the sanctity of the dish but potentially elevated it. This was a bit of a surprise to Rokka. Not necessarily that an alteration on its own was made but instead that it was done by Toru. Every expectation would lead with the idea of form and structure but this wasn't that - it was passion. Truly breaking the mold with his mannerisms, his open invite structure, and his desire to add his own touch to his food stylings. Maybe what was coming would be all the more easy with someone of such fluid behavior.
"Cheese? Honestly an addition I have never had before. Such a simple touch and yet one that hadn't crossed my mind. Thank you again, Tsunayashiro-sama."
After his response Toru wandered off to finish his route through his guests, wasting no time on the delivery of his handcrafted dishes. Rokka took the time to try out and savor the meal before him, digging into the cutlet before him and trailing it with his accompanying components. It was rather impressive, the flavors all blended well and the cheese added an additional layer to it all. He nodded to himself in enjoyment before taking a sip of his tea, cleansing his palate to better enjoy a second dive in. Though before he would do such, he spoke.
"So a bit of a doozy of an ice-breaker but I like interesting topics rather than surface level commonalities."
His words were loud enough for all those in present company to hear, aiming it at no one in particular.
"How does everyone here feel about our new Captain Commander? It's been awhile since we've had a figure head."
A blunt question he asked with a stray smile as he looked around the room. Was it rude to ask such a thing? Was it something that was condemnable? It didn't matter to Rokka. He himself bore no care for hierarchy or sticking to the static - all that matter at days end was what did or did not get done. Everything else was meaningless. The law bends to no man and shackles all who violate it. The hands of inevitable fate strangle all to sleep someday.

Though how others felt about such a huge change, even if it did not directly affect their day to day, would rip away masks in an instant. What they expressed would be parsed as it was. Their directness, their evasion, their sugar coating, their discarding remarks - all served as windows into their being.
Before any could answer though, he added something once more, a piece that lapsed through his direct inquiry to the guests.
