Divisions and Ranks
The Gotei 13 (護廷十三隊, Goteijūsantai; lit. "13 Division Imperial Guards"; Viz "Thirteen Court Guard Companies") is the primary military branch of Soul Society and the main military organization most Shinigami join after graduating from the Shin'ō Academy. The Gotei 13 is made up of thirteen divisions, with several divisions having certain specializations.
The Gotei 13 is led by the Captain-Commander, who has the statutory authority to conduct all the affairs of the Gotei 13 while deferring to the authority of the Central 46 Chambers in civil and legislative matters involving the Soul Society.
As with any army, the Gotei 13 has ranks. There are 20 ranks for officers, but no ranks for non-officers. The lower the number is, the higher the rank. The Gotei 13 is an organization with a merit-based hierarchy based on demonstrations of skill, experience, and power, and has disposed of the system of rank based on seniority. Abilities and efficacy to obtain results are the only criteria used to determine one's rank.

Rules for the Shinigami
Bleach: Age of Heroes will launch with only one playable race: Shinigami. At the start, you are welcome to create a Shinigami, who will function as your “primary” character. Once new races are introduced, you will be able to create a character of that respective race and have them act as your "primary", although we would appreciate if you maintained a Shinigami presence, as they are the race that will be at the forefront of the story. When creating a Shinigami, please adhere to the following guidelines:
Shinigami are thematically Japanese (name, culture, history, ect).
Be weary of your character’s age. Be reasonable, since you will have to explain what they’ve been doing historically within the established lore.
A new Shinigami RPC cannot begin as Captain. Captaincy must be achieved in-character through any one of the three methods mentioned below.
If a Captain exists, you will need to get their approval to join their Division. If no Captain exists, you are welcome to join that Division and your character will take on whichever highest seat is available. A new Shinigami RPC can begin as Vice-Captain, although in the end the decision will be made on a case-by-case basis.
A new Shinigami RPC cannot begin as a Visored. Becoming a Visored must be achieved in-character through either a DME (Dungeon Master Event) or another RPC who is capable of forcing hollowfication.
All Shinigami RPCs begin their journey with Shikai, unless your character is an Academy student, who will then only possess an empty asauchi. Bankai, on the other hand, is rare. Like canon, achieving Bankai is a difficult feat reserved for the most skilled and powerful Souls of the Soul Society. For that reason, only select RPCs can start with one. To begin with a Bankai, an RPC will have to be approved for one with the decision made on a case-by-case basis, which will require strong justification.
With regards to Reiryoku Level & Spirit Class, as with canon, most Shinigami Vice-Captains would land in High Spiritual Power, while average Captains would fall under Great Spiritual Power. Immense Spiritual Power is rare, and Immeasurable Spiritual Power even more so. It would take a lot for a Soul to reach these two levels, especially the latter, which means that starting at these two levels will require strong justification and the personnel files of characters attempting to do so will be scrutinized harshly.
To become Captain, a Shinigami RPC has several options.
Captain Proficiency Test (隊首, taishu): A test which challenges candidates to show that they possess the required strength to wear the haori. The most important aspect of this examination is for the candidate to demonstrate their Bankai and the mastery they possess over it. Nearly all Shinigami become captains using this method. At least two existing Captains, including the Captain-Commander, have to witness the test. The test occurs in-character, and is role-played out with a Captain. The criteria that candidates are graded on during the test are writing ability, exhibiting the qualities expected of the rank, and understanding the strengths and weaknesses of their own powers.
Personal Recommendation: To have personal recommendations from at least half of the serving Captains and approval from at least one other, in-character.
Trial by Combat: To defeat and kill an already acting Captain in one-on-one combat with at least 200 witnesses from the Captain's Division.
To initiate the process for Captain testing, a new member should express their interest to a member of staff.

It is against the law for Shinigami to openly carry their Zanpakutō around when inside of their Gigai in the Human World.
It is against the law for the Gotei 13 to meddle in the affairs of the noble families unless the family in question breaks one of the laws of Soul Society beyond a shadow of a doubt.
It is a crime to lose a sacred treasure.
It is against the law to alter the Dangai records.

First Division (一番隊, Iichiban-tai; "Squad 1")
The First Division is ranked highest among the 13 Divisions. Even subordinate members of the First Division are considered model Shinigami, with the Vice-Captain regarded on the same level as other Divisions’ Captains. The First Division commands all others, possessing the power and authority to call upon the other Divisions as required, and is the channel between C46 and the Gotei 13. Reports from all other Divisions end up at the First for official cataloging.

For the past two hundred years, the Second Division's mission has been the protection of the Central 46. The high-ranking officers of this Division are deeply connected with the Four Great Noble Houses, and as such, many of its members are of Nobility. This Division holds a reputation for being uptight, and are extremely sensitive to threats made against the Central 46.

Third Division (三番隊, sanbantai; "Squad 3")
The Third Division is home to some of the greatest minds within the Soul Society. Its members have a particular affinity for academics, and possess an unwavering love for teaching. They are responsible for operating the Shinōreijutsuin (真央霊術院, Spiritual Arts Academy), and as such, the welfare and instruction of all academy students falls under their jurisdiction. They also deal with the Rukongai (流魂街, Wandering Soul City; "Rukon District". Its members patrol the enormous Districts to keep the peace, to aid those Souls who are in need, to investigate anomalies, and to act as recruiters for the Gotei 13. As such, this is one of the largest Divisions within the Gotei 13.

Fourth Division (四番隊, yonbantai; "Squad 4")
The Fourth Division is the medical and supply division. They are responsible for both treating the injured and doing most of the manual labor, such as cleaning the Seireitei. Members of the Fourth Division possess spiritual powers that are used to tend to wounds and provide relief. They use these special powers and the benefits of their daily training to act with precision and speed to aid injured comrades. Fourth Division administers emergency first aid to injured division members and transports them to the General Emergency Relief Station.

Fifth Division (五番隊, gobantai; "Squad 5")
During the Unhallowed Wars, the Fifth Division was repurposed to surveil Las Noches and the greater Hueco Mundo. They have since maintained this duty, their mission of keeping eyes on the Hollow’s realm posing a danger reserved for the most daring of Shinigami. Known as the Division with one of the highest mortality rates, they tend to be perpetually understaffed, and as such, they’re always on the lookout for capable recruits. Through the collaboration of the Twelfth Division and the Kidō Corps, a Senkaimon with the parameters to travel to Hueco Mundo was built within the Fifth Division grounds. They also function as the Intelligence Apparatus for the Gotei 13.

Seventh Division (七番隊, nanabantai; "Squad 7")
Reserves/reinforcements. This division is the first contacted to reinforce any division in need regardless of the task at hand. Because of this members of this division, including its captain, are known as jacks of all trades but masters of none. Combat enthusiasts, Scientists, detectives, teachers, recruiters, etc. It is a melting pot of individuals all with the sole purpose of reinforcing divisions when needed so that no one division's numbers ever feel truly depleted.

Eighth Division (八番隊, hachibantai; "Squad 8")
Traditionally, the Eighth Division has overseen arts and culture. They are responsible for maintaining and preserving the historical artifacts of the Soul Society, both great and small. They are in charge of preparing and hosting special events, to include official ceremonies and art festivals. They are also known to be in charge of both the Seireitei News Magazine and SeireiteiTV, with the Captain of the 8th Division acting as the Editor-in-Chief and producer respectively.

The Eleventh Division is the primary expeditionary force of the Gotei 13. During times of war, the Eleventh is the first Division deployed to the frontlines. As such, it is expected for members to be combat-ready at all times. The Division's doctrine of dominating in battle is what appeals to its members; they believe that fighting is what makes life worth living. The Captain of this Division has historically held the title of Kenpachi (剣八, Sword-Eight), known as the most capable fighter of the Gotei 13.

Also called the Secret Mobile Unit, Special Forces or Covert Ops, is the second largest organization that Shinigami join, and one of the three main branches of military in Soul Society. This organization was created by and still remains under the control of the Shihōin Clan.

The Kidō Corps (鬼道衆, Kidōshū; Viz "Kidō Troops")
The Kidō Corps is a separate branch of Soul Society's military that excels in the art of Kidō. The Kidō Corps is a group of specialists presiding over spiritual law. It is one of the organizations within Soul Society that is allowed the use of force along with the Gotei 13 and Onmitsukidō, and is also a special organization comprised of experienced Kidō users.
